For purposes of this document, Illinois Sales Tax has three rate structures — one for qualifying food, drugs, and medical appliances; one for items required to be titled or registered; and another for all other general merchandise. If your sales tax liability is less than $1,000 for the prior 12-month period, beginning July 1 and ending June 30, the Department will notify you in writing that you are being changed to annual filing status. The due date for annual filers is the last day of January for the previous calendar year’s sales. Generally, local governments must obtain approval from the Minnesota Legislature before starting any local sales and use taxes. Taxpayers who paid $20,000 or more in sales and use tax during the most recent state fiscal year (July 1 – June 30) are required to file and pay electronically during the next calendar year.
If the 20th falls on a Saturday, Sunday, or state or federal holiday, returns are timely if filed electronically, postmarked or hand-delivered on the first business day following the 20th. For example, if the sale took place during January and you file returns monthly, your tax return is due February 1 and late after February 20; however, if you file quarterly, your return is due April 1 and late after April 20. A return must be filed for each reporting period, even if no tax is due. You have the option of claiming either state and local income taxes or state and local sales taxes (you can’t claim both). A temporary state sales tax deduction is now available for qualifying retailers primarily in the bar, restaurant, and the mobile food services industries. Payments are due the 7th, 15th, 22nd, and last day of the month. Because the statutory threshold for mandated electronic funds transfer program participation is $20,000 annual liability, most taxpayers will remit their quarter-monthly payments by EFT. Taxpayers who mail their quarter-monthly remittances to the department must complete Form RR-3, Sales and Use Tax Quarter-monthly Payment. The due date for monthly returns is the last day of the following month. State sales and use taxes provide revenue to the state’s General Fund, to cities and counties through specific state fund allocations, and to other local jurisdictions.
